To graduate means slightly different things in Britain and the USA. If you graduate in Britain, you have at least secured a first degree (B.A./B.Sc) from a university. In the USA, elementary schools and high schools hold graduation ceremonies. One who completes a course of studies in a high school is said to have graduated. This apart, a graduate student in the USA is one who is doing his M.A. or Ph.D. He is in a graduate school. 

A student studying for an M.A. or a Ph.D. in a British university would be a postgraduate student. In the USA, a postgraduate is one who is studying after getting a Ph.D. In both the countries, a doctoral student means the same thing: one working for a Ph.D. The term postdoctoral also is current in both the countries.
